High Speed Rail Project Background:

As fossil fuel grows less in demand solar energy grows more in demand. The United States has proposed a High-Speed rail design that is powered by solar energy. The following is a scene describing possible dialogue between diplomats discussing the worldwide implications of this new wave high-speed rail system.
Scene 9. London Restaurant dining room shot at Honolulu Restaurant
USA Diplomat: “As you all know the Americans have proposed what appears to be an award winning design for a solar powered high-speed rail [HSR]”
China Diplomat: “I know. You want to use this design for the proposed high-speed rail from Morocco to West Bank Israel. “
USA Diplomat: “Yes.”
French Diplomat: “Are you forgetting that it was the French government that has already completed a high-speed rail line from Paris to Morocco?”
USA Diplomat: “But, the French design is not solar.”
German Diplomat: “But, why not make the Morocco to West Bank Israel line hydrogen powered; and use a German design as the basis?”
USA Diplomat: “Because I am assuming that there is more sun in North Africa than Hydrogen - and the sun or solar energy is free to use.”
China Diplomat: “The Chinese government has spent 25 billion Yuan in African railroads. Although, not high-speed rail; nevertheless, should we at least be able to offer alternatives to power the Morocco to West Bank Israel line — other than this one USA plan?”
USA Diplomat: “How long should we wait for this alternative plan? Why not adopt the American plan now?“
Ghana Diplomat: “How does a high-speed rail line form Morocco to West Bank Israel benefit the country of Ghana?”
USA Diplomat: “Perhaps an additional high-speed rail line from Morocco to Ghana should also be considered?”
China Diplomat: “Who is going to pay for this high-speed rail from Morocco to West Bank Israel? Let’s remind the room that China has already invested 25 Billion Yuan in African rail lines.”
French Diplomat:”The French government will consider investing. If a realistic profitability estimate can be either estimated or sufficiently explained.”
German Diplomat: “Do you have a profitability estimate?”
USA Diplomat: “In essence, the profitability estimate is the expected land appreciation value from Morocco to West Bank Israel.”
Russian Diplomat: “Ha, Ha, Ha. (Laughter). Let me understand you… You want us to collectively give you about $50 Billion so that you - an American - can give it to California to help complete their rail 3 years early in 2028. So that you can hopefully get a $5 Billion reward by the year 2030; and then give that back to us! … Laughter … Why would we do that?”
China Diplomat: “And where would we get $50 Billion cash today? I’m assuming you want your money now. Is that right?”
USA Diplomat: “There are about ten of you hear today. If each of you contributed $5 Billion from your relative country defense funds, that would be $50 Billion.
German Diplomat: “Why would Germany even consider this? Our defense funding is relatively small?”
USA Diplomat: “If you helped negotiate an end to the Ukraine war, the funds currently going for that could possibly be used for other endeavors, like this one.”
Russian Diplomat: “You are expecting Ukraine to lay down their arms and sign a permanent truce; so that Russia can invest $5 Billion in the California rail? Why would they do that?”
French Diplomat: “He’s planning to offer Ukraine a contract to produce the railway cars for the Morroco to West Bank Israel rail. He will probably offer China a similar contract to produce the tracks. But, why would the French government agree to this?”
USA Diplomat: “Because the official construction plan for the Morocco to West Bank Israel rail will be written in French. I think the French government would value this.”
Jackie: “Keith told me that the Morocco to West Bank Israel rail would be a High-Speed Freight Line. “
USA Diplomat : “I think that was before he knew the American government had plans for the California passenger high-speed rail powered by solar energy.”
China Diplomat: “A freight rail from Morocco to West Bank Israel; this is the first time I heard about that. Which is it - passenger or freight?”
USA Diplomat: “To reduce cost and risk I believe the proposed initial Morocco to West Bank Israel rail should be passenger. And based on the American California rail.”
USA Diplomat: “Another consideration - referring back to the earlier comment of a possible second high-speed rail line from Morocco to Ghana.
The African continent countries with highest average rainfall are Uganda, Nigeria, Ghana, Rwanda, Ethiopia and Kenya.
The African continent countries with the least rainfall are Egypt, Libya, Saudi Arabia, Qatar, UAE, Bahrain and Algeria.
Does it make sense to initiate planning additional high-speed rail lines that transport battery electrical energy from the dry countries to the wet countries; and water from the wet countries to the dry countries?”
